Dear Ron, Hi from Australia. The cuffs you show seem to be a one off handmade type. There haven't really been what you may call prison camps in Australia, although Japanese were held during WWII and there are detention centres for illegal arrives to Australia ( that news went world wide)
A similar but double handed pair that locked with a padlock was also made to challebnge houdini, but i have only seen a drawing of it.
I don't think your cuff is Australian or an authenic production model.
