Dear Ron, thank you for the photo, the patina and pitting makes the cuff appear old which I don't really doubt but I still don't think it is a handcuff. The rivets are old style andlook old but the arc ( electric) weld does look very suspicious. The hole are very accurate and the spacing is equally as accurate. If the cuff was used, some of the hole should be worn by the shackle of the padlock.

It may be that these are just two types of metal clamps welded together with a chain between. A similar thing happened a few years ago with a railway padlock whcih as a single piece looked like a half adjustable leg iron. The seller was attaching a chain between these two padlocks and making them look like an unknown leg iron.
