As a rule, it is not illegal for a civilian to purchase handcuffs. If you are carrying them on you, and you are not in law enforcement...that might take some explaining if you are stopped by the police. If you appear under age 18, probably most (retail) dealers would hesitate to sell cuffs to you. In general, handcuffs can be bought by anyone at the local Army-Navy store and/or gun shop. If you tried to purchase handcuffs over the internet from a bonafide police supplier, then I can see that you may be asked to provide credentials. Obviously handcuffs are not illegal to own...just look at the 100s of listings on E-bay for them. As for the specifics of the law...you might just type in "handcuffs law" in your favorite internet search engine for that information.
