Strange Variation of Tower Double Locking Leg Irons on Ebay

There is a listing on ebay (Item # 1099502654) for
a pair of leg irons that is an obvious copy of a normal
Tower leg iron, but has several obvious differences.
I have one of these already, but I have never know who
made them.

As for the differences:

1. The chain has simple twisted links instead of the normal rings found in a conventional Tower or Balco.

2. The key is smaller than a normal Tower key.

3. On my copy the overall construction is not as good as a normal Tower. For example the plate covering the
lock mechansim does not fit as well as normal.

Does any one know who made these? I have heard the
suggestion that they came from Hugo Foth, but I doubt
it since his handcuffs are of a very high standard and
essentially identical to normal ones. More likely
they were made by one of the companies that made
the Tower Detective copies.
