Unless they are very unusual $200 is too high for
a pair of Hiatt Darby handcuffs. They can often be
found on ebay for less the $100. In England you
can find them in the antique markets for well less
than that.
Valor handcuffs are currently made in Spain. A new
pair can be purchased for less the $20.
