Hmmm, it looks like one half of a Tower Handcuff. But key and keyhole are different. The original Tower has a key pole and a tube-key. So I guess, your cuff is non factory manipulated (or has simply lost its key pole) and the key is also not original. IMHO it's not totally worthless, but you can get a functional and complete one in average condition for about US$ 75.00 to 100.00… so only a rookie collector would spend more than lets say US$ 20.00 for this piece.
