I think it's just the key from these leg irons made out of brass. Martin, the manufacturer of the famous rigid cuffs, and Jonny, a hobby-cuff-maker, saw these leg irons. Their opinion was, the iron itself was welded, not in high quality. But they told me it could be they are made one or more centuries ago.
The brass shines through the patina on the key where it was used, it seems that it was often used.
Well, I think these irons are not easy to date ...
