I am not not sure about what plating is used on any given handcuffs you mention but chrome plating is a more recent plating. Electro plating was started around 1840 and most handcuff which were plated were nickel, this dulls in finsh like silver where as chrome maintains is gleen.
New polished nickel in my eyes has a orange hue and chrome had a blue hue.
All chrome plating is put on top of nickel and nickel adheres to the base metal, chrome can chip of leaving the nickel visible underneath.
