Unusual Mattatuck

Can anyone identify this unusual Mattatuck handcuff?
Its most unusual characteristic is the swivel that
substitutes for the three ring chain found on most
Mattatucks. But the differences are much greater.
If you hold this cuff side by side with a real Mattatuck
you can see that everything is just a bit different.
Similar in shape but slightly different in cut or size.
The cuff is made of steel with some sort of lacquer
finish that gives it an unusual color. Unlike a
normal Mattatuck there are no markings of any kind.

Does anyone have any ideas? A couple people have suggested
that it is perhaps a prototype.
