Dad's handcuffs

My Dad is an avid gun collector and came across a set of handcuffs. (I am a novice so please don't laugh at my description) There are two sets, one for the ankles and one for the wrists. The wrists are adjustable. There is a large key with a threaded hole in the bottom that fits onto a threaded stem inside the locking device. The keys are numbered 231 and 232. They correspond with the ankle or wrists stamped with the same number. The keys do not interchange.
Stamped along the edge is ALCATRAZ. The chain is hand made with what looks like large nails with the heads cut off and then bent and forged together with a carbon "something". One of the links in the chain has been made from an old bolt.
They are in excellent condition and work well.
Could anyone let me know more about these.
