Hi Linda, i manufacture locks and handcuffs and was recently contacted by the Indian Government to tender on manufacturing 5000 Darby figure eight handcuffs. It suggests to me that firstly, the Indian goverment still finds a use for out of date handcuff technology and secondly that the quality of the small backyard handcuff makers ( of which there are many little business') is not good enough as most owners of a india handcuff will agree.
