Can anyone identify a handcuff marked S.F. Co. ?

The figure 8 handcuff shown at the top looks very much
like a standard Hiatt handcuff, but it is not marked
Hiatt. Instead it is marked S.F. Co. It also has
a standard 3 marking.

Can anyone tell me anything about the S.F. Co. ?
