Dear Atame.
The mechanism of a Tower has the bolt at the bottom ( furthest from the keyhole ) and then three levers on top. The cuts if any on a Tower key will be towards the head of the key.
Divide the width of the bit ( flag) of the key in four equal parts, this is the spacing of the bolt and levers. I could send you some pictures to help explain more, you could email me at imccoll@sympac.com.au
