Iam no expert as are many of the fellows who read this page, but perhaps I can be of some help to you. I dont think that your cuffs are broken, rather, they function in an unusal way. First you pull on the chain and depress the buttons on the cuffs to set the double lock and reverse this procedure to undo the double lock. I hope this is of some help to you and I hope that I have my facts right, if not Im sure that one of our readers will set us both straight.
